Ask a room of sixteen-year-olds what they are going to do. Then listen to how the ones heading for an apprenticeship say it. In most countries there is a small apologetic downshift in the voice, a half-sentence of justification that nobody heading for a university offers. They have absorbed the ranking. Everyone has.
The ranking is not supported by the economics. In many labour markets, a skilled electrician or a specialist machinist out-earns a large share of graduates, carries no student debt, started earning at eighteen, and holds a qualification that is hard to offshore and hard to automate. Meanwhile a meaningful proportion of graduates work in roles that never required a degree, having paid for it in money and years.
This essay is not an argument against university. It is an argument against a hierarchy that has cost a lot of people a lot of income and a lot of self-respect, for no educational reason at all.
How the hierarchy was built
The devaluation of vocational education did not happen by accident, and it was not driven by snobbery alone. Three forces converged.
The academic route became the default measure of a school
As accountability systems developed, schools were increasingly judged on academic attainment and progression to higher education. A school that sent a student into a first-class apprenticeship got no credit; a school that sent the same student to a low-value degree got a tick. Institutions respond to what they are measured on, and this measurement told every school in the country which outcome counted.
Vocational tracks were used as a dumping ground
In many systems, technical routes were where students were sent when they were not succeeding academically. The selection was often made early, frequently correlated with class and family income, and was hard to reverse. This did enormous damage — not because technical education is second-rate, but because using it as a destination for the discouraged makes it one.
It is worth being clear that this critique is legitimate. Where early tracking has been used to sort children by background under the appearance of aptitude, the objection is sound. The mistake was concluding that the solution was to abolish the alternative rather than to fix the sorting.
Industry stopped training
Apprenticeship systems depend on employers willing to carry a trainee who is not yet productive. As firms optimised, many concluded it was cheaper to hire trained people than to train them. This is individually rational and collectively self-defeating: if everyone waits to poach, the stock of trained people is never replenished. The skills shortages that employers now complain about are, in substantial part, the accumulated result of that decision.
A country can decide to stop training tradespeople. It cannot decide to stop needing them. The gap between those two facts is where a skills crisis lives.
What good vocational education actually is
The caricature is a workshop where less academic students bang metal. The reality of a strong technical education is a demanding integration of theory and practice that many purely academic programmes could learn from.
It is cognitively serious
Consider what a competent electrician does on an unfamiliar fault. They hold a model of a system they cannot see, reason backwards from symptoms to causes, apply regulation, weigh safety consequences, work within physical and budget constraints, and explain the outcome to a customer. Diagnosis under uncertainty with real consequences is not a lesser form of thinking than an essay. In several respects it is a harder one, because being wrong is expensive and immediate.
The same is true across the technical fields — modern manufacturing, laboratory work, building services, agriculture, healthcare support, network engineering. The tools have become considerably more sophisticated over the last two decades, not less.
It teaches in the way most people actually learn
Apprenticeship is one of the oldest educational technologies we have, and it is well-designed. A novice works alongside an expert on real tasks, starting at the edges and moving inward as competence grows. Feedback is immediate and unambiguous — the joint holds or it doesn't. The standard is set by the work rather than by a rubric. Knowledge is acquired at the moment it is needed, which is when it is most likely to stick.
For learners who have concluded from years of classroom experience that they are "not academic," this format is frequently transformative. Not because the content is easier, but because the mode of instruction stops being an obstacle between them and the material.
It confers membership
Entering a trade means joining a community with standards, an argot, a reputation system, and a sense of what constitutes good work. This is a real form of belonging, and for young people who have had little of it, it can be the most valuable part of the whole arrangement. It is also what the word "dignity" in the title of this essay is pointing at: not a compliment paid to manual work from outside, but the internal experience of being competent at something difficult that other people need.
The four conditions
Strong systems tend to share four features: employers genuinely co-design the standards; trainees are paid and treated as workers rather than students on placement; the qualification is portable across employers; and the route stays open upward, so that a technical qualification can lead to further study rather than terminating.
What separates the systems that work
Vocational education varies more in quality than almost any other part of education, and the difference is not mysterious.

The systems that get this right are usually the ones where employers are structurally obliged to participate — through chambers of commerce, sectoral bodies, or levy arrangements that make training a collective cost rather than a competitive disadvantage. Where participation is voluntary and unrewarded, quality drifts toward the classroom simulation, because that is what colleges can provide without employers.
The automation question
The standard objection now: why train someone for a manual trade when machines are coming for it?
The objection has the analysis backwards. The jobs most exposed to automation over the past two decades have been routine and predictable ones — much clerical and administrative work, standardised processing, repetitive assembly. What has proven stubbornly resistant is skilled physical work in unpredictable environments.
A robot can assemble a car on a line built for it. It cannot yet crawl into the roof space of a hundred-year-old house, identify why the wiring is failing, work around what the previous three electricians did, and leave it safe. Plumbing, electrical work, complex installation, machine maintenance, care work, and skilled repair all combine physical dexterity, novel environments, and judgement — precisely the combination that remains hard.
The safest work over the coming decades may be the work that requires being physically present in a place no two of which are the same.
This does not mean technical education can stand still. The content of these trades is changing quickly: building services now involve heat pumps, controls, and energy systems; vehicle work is increasingly electrical and software-mediated; manufacturing runs on programmed equipment. Training that teaches the trade as it existed in 1995 is worse than useless. The argument is not that these jobs are static. It is that they are durable, and that they require continuous learning — which is a separate essay's subject.
What to change
- Stop measuring schools only on academic progression. As long as a strong apprenticeship counts for nothing in a school's public record, schools will steer students away from it.
- Make the routes cross. The damage of tracking comes from irreversibility. If a technical qualification at eighteen leads to higher technical study at twenty-two, the choice at sixteen stops being a life sentence.
- Pay trainees properly. Unpaid or barely-paid placements select for students whose families can subsidise them, which reintroduces exactly the class sorting the system was criticised for.
- Fund the equipment. Technical education is expensive to do well and worthless to do cheaply. Training on obsolete machinery produces a certificate and no skill.
- Give careers advice that knows the numbers. Most students, and most parents, do not know what skilled trades pay. Simply showing accurate earnings data shifts choices.
- Let adults in. Retraining routes for people in their thirties and forties are chronically underprovided, though that is exactly the population a changing economy is displacing.
The deeper point
Beneath the policy detail there is a question about what education is for.
If education exists to sort people into a hierarchy, then a single ladder makes sense, and everyone not on the top rung has failed by definition. If education exists to enable people to do valuable things and to have a decent life doing them, then multiple routes of equal standing are the obvious design, and the ladder is a mistake we inherited rather than a truth we discovered.
The societies that treat their technical education as a genuine alternative rather than a consolation prize tend to have lower youth unemployment, smaller skills shortages, and smaller gaps between the top and the bottom of the wage distribution. They also, less measurably, contain more people who can say what they do without a downshift in the voice.
That last thing is not a soft outcome. A person who believes their work is respected shows up differently — to the work, to their family, to their community. Getting there does not require inventing anything. It requires taking a route that already exists and stopping the practice of describing it as second best.
