Bandwidth Is a School Supply: Closing the Homework Gap

A school that assigns work requiring a connection some of its students do not have has converted a household utility bill into an academic penalty. The fix is unglamorous, well understood, and mostly a question of whether anyone decides it is their job.

There is a car park outside a public library in a great many towns, in a great many countries, where in the evening you will find students sitting in vehicles with laptops open. They are using the library's wireless signal through the wall because it is the only connection they can reach after the building closes. Some of them are there because there is no service where they live. Most are there because there is service and the household cannot afford it.

This has a name — the homework gap — and it describes a specific, avoidable injustice: the difference between students who can complete assigned work at home and students who cannot, where the difference is caused entirely by the connection and not at all by the student.

What makes it worth an essay is that it is one of the clearest examples in education of a problem created by an institutional assumption. The school assumed connectivity. The assumption is wrong for a minority of its students. Nothing else about their education is different — same class, same teacher, same material — and yet a measurable, cumulative academic penalty follows.

What the gap actually consists of

"Access to the internet" is a poor variable, because it conceals at least four distinct problems that require different remedies.

No service exists

In sparsely populated areas, fixed broadband may not reach the property at all, and mobile coverage may be intermittent. This is an infrastructure problem, and no amount of device distribution addresses it. It disproportionately affects the same communities described in the essay on rural schools.

Service exists and is unaffordable

Numerically the largest category by a wide margin. A monthly broadband subscription is a discretionary expense for a household making decisions between heating, food, and transport. It gets cancelled and reconnected repeatedly, which is why point-in-time surveys understate the problem: many families are connected in some months and not others.

Mobile-only access

A very common and badly underestimated situation. The household has internet — on a phone, through a limited data allowance. This is adequate for messaging and video, and close to useless for schoolwork. Try writing an essay, working through an interactive exercise, or uploading an assignment on a phone with a capped plan. Surveys that ask "does your household have internet access?" record these families as connected.

Devices and contention

A single laptop shared between three children and a parent working from home is a scheduling problem with academic consequences. The student who has to wait until eleven at night to use it is doing homework tired. And the physical space matters: a quiet surface with a power outlet is itself a resource that is unevenly distributed.

The measurement trap

Almost every official statistic on educational connectivity asks a binary question. Binary questions record a shared phone on a capped plan as full access, which makes the gap look far smaller than it is and directs remedies at the wrong households.

Why it compounds

The gap would matter less if it produced a fixed one-time disadvantage. It doesn't, for three reasons.

Homework is cumulative. A student who cannot complete assigned practice does not merely lose those marks. They arrive at the next lesson without the consolidation the practice was meant to produce, and the following lesson assumes it. Small deficits accumulate into large ones over a term.

Non-completion is read as character. A teacher who does not know a student has no connection sees repeated missing work and forms a judgement about effort and attitude. The student, who is unlikely to volunteer that their family cannot afford broadband, absorbs that judgement. This is the same concealment dynamic described in the essay on adult literacy, and it is just as costly here.

Everything is migrating online. Course registration, revision materials, scholarship and university applications, job applications, and increasingly examinations themselves. Each migration adds a new dependency, and each one is decided by someone who has never had to check whether the assumption holds.

Every time an institution moves a process online without asking who cannot reach it, it quietly converts a household's income into that household's outcome.

What the closures taught

The period when schools worldwide moved abruptly to remote instruction functioned as an unplanned experiment on this exact question, and the results were unambiguous.

Learning loss was substantial almost everywhere, and it was distributed extremely unevenly. Students with reliable connectivity, their own device, a quiet space, and an adult available to help lost comparatively little. Students without those things lost a great deal, and in some cases disappeared from contact entirely for extended periods.

Two lessons came out of it that are worth keeping.

The first is that remote instruction is not a substitute for school. It is a partial substitute for the instructional component of school, and school does considerably more than instruct — as the essays on rural schools and education in crises both argue.

The second is that the technology gap is a poverty gap wearing a technical costume. The students who struggled were not struggling because of unfamiliarity with software. They were struggling because of overcrowded housing, unaffordable data, shared devices, parents working shifts, and no quiet room. Distributing tablets addressed the most visible fraction of a problem that was mostly about the conditions the tablet was used in.

What works

The interventions with the best record are notably unexciting, which is part of why they are under-adopted.

The last row deserves emphasis because it is entirely within a school's control and costs nothing.

A workable rule

Any work assigned to be completed outside school should be completable without a connection, or the school should provide the means to complete it. Where an online element genuinely adds value, provide an equivalent offline route as standard rather than on request — because requesting means disclosing, and students will not disclose.

The trap of technology as the answer

It is worth stating plainly, in an essay arguing for connectivity, that educational technology has a long record of disappointing.

Large device distribution programmes have repeatedly been evaluated and repeatedly produced little or no measurable learning gain. The pattern is consistent enough to be predictable: hardware is purchased, training is minimal, software is generic, integration with the curriculum is thin, maintenance is unbudgeted, and within three years a substantial fraction of the devices are broken or unused.

Where technology does help, the pattern is also consistent. It works when it is targeted at a specific instructional problem, most reliably in adaptive practice software that pitches exercises at each student's demonstrated level — the mechanism identified in the opening essay as one of the most effective ideas in the field. It works when teachers are trained in the specific use, when the software is integrated with what is actually being taught, and when someone is responsible for keeping it running.

So the argument here is not that connectivity improves education. It is narrower: the absence of connectivity now actively penalises students, because institutions have already built their processes around its presence. Closing the gap does not add an advantage. It removes an imposed disadvantage.

A connection does not make a student learn more. Its absence, in a system that assumes it, makes them learn less. Those are different claims, and only the second one needs to be true.

Whose problem is it?

The recurring obstacle is jurisdictional. Education authorities consider household broadband a telecommunications matter. Telecommunications regulators consider homework an education matter. Neither budget contains a line for it, so the cost lands where costs land when nobody claims them: on the families least able to absorb it, and on the students who sit in the car park.

Places that have made progress did so by deciding the question of ownership. Some treated connectivity as a school supply — the school's responsibility, provided the way textbooks are. Some treated it as a utility with a social tariff, like water or electricity, with regulated low-cost options for households with children. Some ran it through libraries, which had the buildings, the hours, and the institutional habit of being free.

The mechanism matters less than the decision. What does not work is the current arrangement, in which the assumption is made by institutions and the cost of its failure is paid by individuals who have no way to contest it.

The small version and the large one

There is a large policy here about digital infrastructure and social tariffs, and it is worth pursuing. There is also a small version available to any teacher this week: find out who in your class cannot get online at home, without making anyone announce it, and design around it.

Teachers who do this describe a consistent discovery — that several students they had privately filed as unmotivated were students who had been unable to do the work and had never said so. The reassessment is often the most valuable outcome of the whole exercise, and it costs one careful conversation and a change to how work is set.

A student in a car park at nine in the evening, using a signal through a closed library wall, is demonstrating exactly the determination that schools claim to be looking for. Whether that determination is rewarded or penalised is not up to them.
